What does "rate-limited" mean and why did it make my push undeliverable?

Rate-limiting is a key component of delivery optimization. Kahuna automatically prevents a user from receiving more than one message within a given period of time.

If a user did not receive a message because they were ‘rate-limited’, it is because the push was sent prior to the end of their Push Cooldown period. For more information on Push Cooldown, see What is Push Cooldown?
